KALOMO TOWN COUNCIL LAUNCHES WEB-BASED MANAGEMENT INFORMATION SYSTEM (MIS)

Kalomo Town Council officially launched a Web-Based Management Information System (MIS), marking a major milestone in the Council’s commitment to modern, efficient, and transparent service delivery. The system, branded Paperless Express, is being implemented in partnership with Access Bank and Kunachi Software Limited, the developers of the platform.
The launch was officiated by Director of Information and Communication Technology (ICT) Mrs. Judith Beene, who stood in for Dr. Gabriel Pollen, Permanent Secretary Administration, Ministry of Local Government and Rural Development.
Speaking at the event, the Director, noted that the Management Information System is a global digital platform, not limited to Kalomo residents alone. She emphasized that the system allows people anywhere in the world to access council services and make payments securely and conveniently through integrated online, banking, and mobile payment platforms. She described the initiative as a key step in aligning local authorities with modern global service delivery standards.
Mrs Beene explained that the system will significantly improve service delivery by reducing long queues, minimizing manual processes, and enhancing transparency. Residents, businesses, and members of the diaspora can now make cashless payments through mobile money services, USSD, WhatsApp, banks, and online platforms. All licences and receipts generated through the system are secured with QR codes for instant verification, protecting the public from fraud.
The Council Chairperson Mr Coy Makaya described the launch of the MIS as a landmark achievement that will strengthen transparency, accountability, and trust between the Council and the people of Kalomo. He stated that the system will improve revenue collection, seal leakages, and ensure prudent management of public resources for the benefit of local communities. He further commended Access Bank and Kunachi Software Limited for partnering with the Council in advancing digital transformation.
The District Commissioner Mr Joshua Munsaka Sikaduli praised Kalomo Town Council for embracing innovation and adopting modern systems that enhance efficiency and reduce opportunities for inefficiency and corruption. He noted that the MIS aligns with national development priorities on digital governance and encouraged residents and the business community to fully embrace the system.
The Council Secretary Mr Trophius Kufanga highlighted the benefits of the MIS to the Council’s internal operations, explaining that the system integrates budgeting, revenue collection, licensing, expenditure management, payroll, human resources, stores, and reporting into one secure platform. He stated that real-time financial and management reports, approval workflows, and audit trails will improve planning, decision-making, and significantly reduce audit queries.
The Council Secretary further noted that the digitization of council records will ensure secure storage and easy retrieval of critical documents such as council resolutions, legal files, and correspondence. Integrated payroll and human resource modules will enhance payroll accuracy, staff management, self-service access, and compliance with statutory requirements.
The launch of the Web-Based Management Information System marks a new era of efficient, transparent, and community-focused service delivery for Kalomo Town Council. The Council has called upon staff, residents, the business community, and members of the diaspora to fully embrace the system as part of a shared commitment to building a smarter, more responsive, and accountable local authority.
